DescriptionIn the matter of Kirkby's paper there is a delay with the referees. Extracts from their reports are being sent herewith [no enclosures]. The onus now rests with Townsend to say what he proposes. Larmor need hardly say they are both entirely impartial people, neither of them being an experimenter in the subject.
