Description'The second report on Shearer's paper has now come in, and is favourable to publication, as was the first, but the Referee accompanies his formal report by the enclose memorandum, which is very pertinent to the bruning question of cost. You will nno doubt desire to bring the paper and reports now before you Committee, and I shall be glad to hear from you of a date or dates that would suit you for a meeting. How would Wednesday of next week do, after the Govt Grant Committee? That does not generally take very long, so that I should think we could safely summon your Committee for 3-30, if that is an hour that suits you, as it does most people who live out of London.
Please return the memorandum to put with the rest of the Report.'
