DescriptionRix sends Poynting a paper by Oliver Heaviside for report to the Committee of Papers, and is directed by Lord Rayleigh to also send a letter from Heaviside and proof of an article he intends to publish in the 'Electrician'. He is directed to ask that, without waiting to report on the general question of publication, he first send his opinion on whether the article embodies so much of the substance of the full paper as to make the latter's publication in 'Philosophical Transactions of the Royal Society' or 'Proceedings of the Royal Society' unadvisable. If this is the case, Heaviside would prefer to withdraw his paper from the 'Electrician' rather than risk it not being included in a Royal Society publication.

Rix notes that the Secretaries would consider it a favour if he will assist in this matter.
