Description'Dear Mr Andrews,
An author is quite at liberty to publish elsewhere an archived paper, from a copy of the MS [manuscript] in his possession. The only restriction imposed by our Statutes is that the MS. already in our possession shall remain there, and shall not be lent or copied except by leave of Council.

P.S. I believe the intent of the Statute is not to prevent publication, but to preserve intact the MS. upon inspection of which the Commee [Committee] of Papers came to their decision'.
