The P[hysics] and C[hemistry] Committee decided not to recommend this paper for publication unless Professor Donnan advised to the contrary. Professor Donnan's report is enclose, together with a letter for your signature to the communicator of the paper.
If you think it desirable to justify this decision either to the communicator or the author, perhaps you will write unofficially to him.
Please return Professor Donnan's report.'
