Description'Replying to your letter of the 23rd instant, I should personally be most happy to help in making out Mr Parsons' certificate, but I regret that I am not allowed to make out certificates for candidates; the wording of the Statutes having been interpreted to mean that the proposer must undertake this duty.
I am therefore sending you, together with which should be returned here fully signed not later than the 31st December next.'
