Notes that, as per resolution ten, the Secretary must conform with these resolutions. Also suggests that the Secretary may be interested in forming part of the general scheme scientific organisations. If the International Commission on Illumination is interested in forming part of this scheme of scientific organisations, offers to be present at their next Committee and explain the required steps.
