DescriptionAdvises he received a letter from the Reverend John Roscoe, in charge of the Ethnological Expedition to Central Africa, who arrived in Mombasa to be 'delayed and embarrassed' as the Governor of British East Africa [Kenya] had not received instructions from the Colonial Office to give the expedition passes for the railway, or to pass their goods through Customs free of duty. The Reverend John Roscoe is also concerned the same problems will arise in Uganda. Requests Lord [Alfred] Milner [Colonial Secretary] cables instructions to the Governor of British East Africa and the Governor of the Uganda Protectorate.
