| Description | Advises that the 'very competent' referee that the paper by Chakravarty communicated by Professor JW [John William] Nicholson, FRS, was sent to doubted whether the paper should be read, although thinks the experiments are of some interest and should be published, it's the discussion that has 'no scientific value.' Advises that if Professor Nicholson agrees with the referee's criticisms, that without sending it to a further referee, it has no chance of publication in its current form. Sir Jeans says the best course of action is for Professor Nicholson to explain to the author the need to reconstruct his paper. The referee suggests that the parts of the paper that contain value are Parts 1,2,5 and part of 7. The author could reduce the paper to those parts and represent it to the Society. The referee enclosed a suggested explanation the author could use if he acknowledged it. If Professor Nicholson disagrees with the referee, the paper could go to a second referee or the Physics Committee. Advises that Standing Orders 39 and 40 cover these kinds of situations. |
