DescriptionReiterates to Mr. [Herbert Geroge] Wells that the Council are keen to help Russian scientific men in every possible way. Explains, however, that the Charter and Statutes of the Society restrict its corporate activities, and it has to consider every project most carefully before committing to an expense. Notes that he is still awaiting a reply from the Foreign Office and will be in touch as soon as it comes.
