DescriptionIn reply to Starling's letter, the manuscript can be copied by leave of Council. Rix thinks he can obtain leave for this and Starling can go on with the task at once as he is going abroad. The copying however has to be done in house as a manuscript, once voted upon, is never allowed to leave the house again.
