DescriptionThe telescope which Captain [William de Wiveleslie] Abney wishes to borrow is the property of the Government, having originally been obtained by a grant of £60 to Mr Birt out of the old £1000 grant in 1863. The standing order at present is that the loan of instruments belonging to the Government Grant is vested in the Chairman of the Several Boards. If this standing order, which is of recent date, is taken as applying only to the Existing Grant of £4000 per annum, there seems to Rix no objection to the Council lending the telescope without reference to the Chairman of Board B. Rix would however like Foster's opinion before sending the item.

Encloses the water letters for signature and asks for their return [not attached].
