DescriptionThe President [William Thomson] has just been in and wishes Rix to telegraph and then to send on the enclosed by post [no attachment]. If the Council yesterday did not authorize affixing[?] of seal, Foster must have a special Council for the purpose. They may perhaps arrange the illuminating in time for next Thursday and make the Committee of Papers into a Council meeting. If so Rix asks Foster to try and let them have the addresses by Monday morning.
