DescriptionRix encloses a letter from the Foreign Office received this morning which states that the Brazilian Government will appoint a Commission to observe the total eclipse at Ceara in April 1892. The Commission will render every assistance to foreigners who may proceed to the same place for the same purpose. The letter covers despatches from Mr Greville, Rocha Miranda and Admiral Mello. All these items must be returned to Rix in time for the next Council. [No enclosures attached].
