DescriptionDr [Michael] Foster, it appears, is still abroad and he left no instruction about summoning the Council but the date fixed at the beginning of the session as probable was the 20th. Rix supposes he would be right in summoning for that day. Rix does not ask the President [William Thomson] as he would be sure to misunderstand the point. There must be two Councils together, the 20th and the 27th.
