States that as both Towle and the Secretaries were on holiday and were not able to read the newspapers. Explains that in their absence, an inexperienced member of staff mistakenly informed the Congress that a certificate of duty exemption would be given as soon as the Customs Officer got back to them, rather than telling them to deal with the Customs Office directly. Handwritten note mentions the date of the next meeting of the Officers on 26 October. |
