DescriptionDiscusses the film prepared by Sir Malcom Watson and Mr Lockwood Stevens, and whether it fulfils section 8 of the Finance Act 1928, which would exempt it from customs duty on the basis it being 'solely an illustration of scientific investigation for exhibition before members of a recognised scientific body'. Discusses the dilemma - that on the one hand, they would like to exempt the film, but on the other hand, they canot afford to make exceptions and risk suspicion of acting capriciously - especially considering the difficulty of getting customs to agree to this legal exemption in the first place.
