DescriptionRix states that they have been posting 'Philosophical Transactions of the Royal Society' to foreign institutions in accordance with the resolution, but the question of whether to pre-pay parcels to Foreign Members has arisen.

He notes that they were not included in the resolution, but to-date they have been able to inclose, in parcels to the academies to which they belong, the gifts to Foreign Members. As they can no longer do this, they must now either send the parcels unpaid through agents, or exceed the terms of the resolution and send them prepaid by post. Rix asks what he should do.
