He asked Blackett to write something for him and ended up by saying he wished Blackett had come to him earlier. He encloses a copy of what Blackett had sent to him. It was necessarily very hurriedly done but should, Blackett thinks, serve as a basis for further discussion. The Prime Minister said he would arrange for a discussion with some of his colleagues.
