DescriptionNo clear statement regarding publication in the 'Philosophical Transactions of the Royal Society'. William Thomson, 1st Baron Kelvin, believes the paper would be much improved by the adoption of the recommendations. If the suggested modifications are made this may remove his objections to it's publication.
