Does not wish too much weight be attached to his opinion, as this is the first paper he has been asked to review. Suggests referring also the paper to a physicist. The part dealing with the experiments and results should be printed. The discussion part is mostly repetition and can be omitted. The paper contains far too much repetition. The apparatus has already been described in the Philosophical Transactions.
