Recommended for publication in full without modification to the text though he considers the arguments at certain point inconclusive. Doubts the photographic illustrations are on a large enough scale to bear the process of reproduction. The points are often hard to make out even as they stand. Thinks some of the photographs of fossils may be omitted since other better and clearer images of the same objects have been published already by the Society, and elsewhere. Does not consider the paper satisfactory altogether, either in argument or in illustration. There is no lettering of the plates, the figures are on too small a scale, and in number seem to be out of proportion to the convincingness of the argument. Notwithstanding these defects, thinks the paper may be accepted, as the position which the author takes needs to be 'ventilated'.
