No clear statement regarding publication in Philosophical Transactions. Feels unable to give a definite answer without a much closer examination of the paper than he has yet been able to make. Suggests sections of the paper to be omitted as being of no particular value or where the material provided is insufficient. The paper deals with numerous matters, is very voluminous, and small points are discussed with a 'somewhat tiresome prolixity'. An attempt seems to be made to obtain more from the eleven years of results than they will really bear. Thinks the impression of the greater part of the paper is that it is suitable more for the annals or publications of an observatory, rather than for Philosophical Transactions. Has experienced difficulty in some parts of the paper in obtaining numerical values or references to where these may be found, fundamental to the author's work. The above is all that Ellis can state as the report is due on 2 June. He may be going away for some weeks but if later on it is thought that he can give further assistance, he should be pleased to do so.
