Agrees with the unfavourable report, especially regarding the sarcastic comments. Suggests the authors be furnished with a copy of the unfavourable report, and given the chance 'to either consider vindicating themselves or reconsidering their communication'. Refers to work of Andrey Nikolaevich Kolmogorov.
