Recommended for publication in Proceedings, although he paper exceeds the normal limit. There are a few 'slips' in the paper that should be fixed - if these are intentional then he doesn't understand them. The key to the plate should be made clearer. The tables are long but cannot be reduced without detriment. The paper is very good and 'is the most complete analysis of a complex band spectrum' that he knows of.
