DescriptionIf the experiments recorded in the paper can end in a result, the paper would be worthy of publication in Philosophical Transactions. However, the author has not proven the result so the referee will conduct his own experiment, using the parameters stated. Despite this, the paper should be published in some form. It would be a pity if it was buried, as it contains some good observations.
