DescriptionNot recommended for publication in the 'Philosophical Transactions of the Royal Society'. The experiments are interesting and suggestive. Finds the reasoning difficult to understand. Gives extensive discussion of the formulae and calculations. The paper as it stands does not do justice to the experimental work.
