DescriptionNo clear statement regarding publication in the 'Philosophical Transactions of the Royal Society'. The referee is not well acquainted with the literature on the subject, and therefore places little value on his opinions. The importance of the subject to other areas of scientific research recommends the paper to publication. However, 'the paper requires revision and preparation for the mess on almost every page. If the author counts on doing this in proof it is not very fair on this Society'.
