DescriptionRecommended for publication in the 'Philosophical Transactions of the Royal Society'. Some of the results have been previously published by the Fith College Sheffield. Hopes this will not be an obstacle to their printing in full by the Royal Society. Refers to work by Micaiah John Muller Hill previously published in the Philosophical Transactions. Suggests adding an investigation of the equations of motion for verification to the end of the paper, and provides an example he has written. Suggests the author standardises his use of algebraic symbols. Suggests the second section of the paper could be separated from the rest, 'but [does not] wish to interfere with the discretion of the author'. Criticises some of the points regarding vortex motion. Suggests shortening the negative results to an outline 'to remove those analytical difficulties'. Refers to work of Gustav Robert Kirchhoff. Attaches a detailed appendix of suggestions and errata.
