Recommended for publication in Philosophical Transactions in full. The type written formula are 'abominable' and will be troublesome to the printer. There are a few typographical errors which could be corrected if the author went through the paper and wrote in all the symbols and equations in the margin so as to guide the printer and avoid mistakes in the type setting. All the illustrations should be reproduced. The paper is one of a series representing substantial and careful work of a fruitful kind going on at Cambridge, and it adds to knowledge directly in as much as theory keeps pace with experiment.
