Recommended for publication. It opens up a much needed enquiry and the investigation has been carried out with care and skill, it is a distinct step in advancing knowledge of the nature and action of the Spurge-poison. However there is still much to be done before the results obtained are of any practical value. It is not apparent in what respect the physiological action and pathological conditions differ from those usually observed in fish suffering from other kinds of pollution of the water. Therefore recommends publication in the Proceedings rather than in Philosophical Transactions. If the Proceedings should be closed to the author by the fact that already an abstract has appeared there, he recommends publication in the Transactions.

He doesn't feel competent enough to offer an opinion as to the chemical part of the investigations, and recommends obtaining a separate opinion from a chemist.
