Not recommended for publication in Philosophical Trasnactions, but should be published elsewhere in order to be accessible to other mathematical physicists. Atmosphere should be modified on the grounds stated in the annexed memoranda [no memoranda attached]. The Committee should appoint another referee to communicate his memoranda and memoir as he has publicly questioned the validity of the procedure adopted by Mr Cook of the Nebraska University which is substantially the same as Bryan's, so far as concerns the rate of escape of gases from the atmosphere. Suggests Joseph Larmor, William Thomson, J J Thomson or Lord Rayleigh as suitable referees. Has no objection to his memo being communicated to the author also.
