Recommended for publication in Philosophical Transactions, in full. The problem that the author attacks is certainly important in the theory of the effects of selection. The mathematical processes involved in obtaining the laws 'terribly tedious' though undoubtedly necessary. Wonders if so many hypothetical illustrations are necessary. It might be possible to diminish the bulk of the paper, which forms part of a very long series printed by the Society.

Discusses a puzzling section [annotated in pencil on the proof of the paper's abstract] which requires amplification and clarification. All the accompanying illustrations should be reproduced. He has remarked several times in reports on these papers that he does not think he is a good referee for the purpose, and he continues to adhere to this view.
