Recommended for publication in Philosophical Transactions, in full with the exception of Section XV, which ought to be omitted. This section is written in such an obscure way that it is very difficult to make sense of and the conclusion of it can be easily derived from inspection of the plotted observations. The author should go over the whole paper to remove a sense of obscurity. The illustrations ought to be reproduced but those dealing with the calibration of the circle of the spectrometer which involve no new method could be dispensed with. The experimental work appears to have been carried out with much care and due appreciation of the precautions required. The results are of real value and this part of the paper is clear and well put.
