Recommended for publication in Philosophical Transactions, in full. From the nature of the investigation, he considers that a very useful purpose will be served by printing in full. All the illustrations should be reproduced. The paper appears to be important to mathematical physics, and the method of treatment is new. The view that the paper should be published in full is quite independent of any controversial point which may be raised as to the amount of agreement of the theory with observed facts. In the present state of their knowledge the publication of such a paper appears to him to be of the greatest possible value.
