Not recommended for publication in Philosophical Transactions, but thinks it could be published in full in the Proceedings instead. The paper is not experimental and although very interesting it is confined to the comparison of the results of other workers observations with an empirical formulae given by the author and not deduced from any fundamental principles.

In a typescript letter he explains why he thinks the two official forms sent to him with the paper appear inconsistent. Although the paper is interesting, and may some day become valuable, in testing theoretical views of the nature of electric conductivity, he does not think it marks such a distinct step in natural knowledge as to warrant full publication in the Philosophical Transactions.
