Recommended for publication in Philosophical Transactions, in full with the tables and diagrams. Thinks that occasionally explanations of notation are required. A little more explanation of the curves is also required. The 'dimensional' discussion beginning at the foot of page 14 is erroneous and thus the whole of page 15 needs to be rewritten. All the illustrations might be reproduced on a considerably smaller scale. Wishes illustrations in papers of apparatus et cetera,were drawn on a smaller scale and inserted into the text to avoid reference to an 'unwieldy roll of drawings'. The paper contains valuable experimental results, and constitutes a distinct addition to their knowledge of an important subject.
