Recommended for publication in Philosophical Transactions, in full. It might be shortened by omitting the demonstrations of the mathematical results in the first six sections, but on the whole this would be a false economy. The absence of reference to previous writers, notably the late Professor J C Adams, is worthy of note. Suggests distinguishing all the equations with letters, not just the fundamental ones, to facilitate referencing them. There are no illustrations. The tables at the end of the paper should certainly be printed if any part of the paper is and it is important that their accuracy be checked.

Though complete, the paper in itself is 'obviously merely preliminary'. It evolves certain mathematical results intended apparently for use in connection with a future recalculation of the Gaussian constants. The mathematical work is clear and not unduly detailed provided the paper is to be absolutely self-contained. An appreciable number of the results in the paper have either been obtained before, or could be deduced readily from analogous formulae and provides an example of this. The fundamental idea in the paper, which so far as he knows is original, is explained on pages 32 to 33a of the manuscript. The paper represents an 'elaborate machinery' whose practical value remains to be proved but taking into account the authorship, the numerical results will actually be obtained for Gaussian constants.
