Recommended for publication in Philosophical Transactions in full without modification and including all the accompanying illustrations. The papers forms a substantial contribution to the discussion of a very elusive and difficult subject. At present it must remain a question of individual judgement how far a reader will go with the author in his hypothesis and argument. Several aspects of the subject are treated in an instructive and important manner and there can be no doubt of the authors competent handling and his right to be heard. Suggests Mr Aurbery and Lord Rayleigh [John William Strutt] be consulted if further opinions are desired.
