The paper quite sound but doubts if it is valuable enough to justify publication in Philosophical Transactions, especially as this is a subject outside its usual scope. The general conclusions may have a certain importance but are obvious and indeed well known in slightly different terms. The investigations are elaborate and although fully worked out numerically and graphically, the practical manner would, he supposes, be more impressed by a few experiments than by so much calculation. He is not an expert in the matter and the Committee should have the opinion of a Professor of Engineering. Publication elsewhere could be recommended. If anything beyond the abstract is published, it should be presented in full with the illustrations.
