Not recommended for publication in Philosophical Transactions. Finds the memoir not a record of unpublished facts but a summary and a critical discussion of previously recorded facts. The absence of new discoveries need not in itself preclude publication in Philosophical Transactions. The current great length and arrangement of the paper leads to considerable repetition. This together with the consideration that the memoir is chiefly concerned with the elaboration of a theory previously stated in outline, and with a discussion as to the bearing of facts already recorded, leads him to think the paper is unsuitable for publication in the Transactions. As a general statement of the author's conclusions the abstract already in print appears to him to be adequate, whereas the complete memoir is more suitable for publication in some other form than as a Transactions paper.
