Recommended for publication in Philosophical Transactions. The property of isotropy which is discovered and explained in the paper appears to him to be important. There are no illustrations but all the tables of statistics should be published in full. Notes that the two papers (189 and 188) have been numbered in the wrong order. The paper, number 189, should come first in the Transactions.
