Prior engagements have prevented the reviewer from giving as much time as they would like to reviewing the paper, which he believes does not give their review as much value as it could. Recommends referring the paper to James Booth, who 'is well acquainted with the subject'. Thinks the paper would have been more properly published in the Cambridge [Cambridge Mathematical Journal] or [illegible]'s journal, as it bears no connection to anything previously published in the Philosophical Transactions. Provides suggestions for guiding the Council in the selection of suitable mathematical papers for publication.
