Recommended for publication in the Proceedings of the Royal Society of London. Suggests an alteration to the title and a shortening of the paper. The observations are important and should be published, although considers the paper doesn't form a Philosophical Transactions paper. Refers to work of John Bennet Lawes and Joseph Henry Gilbert. The calculations are too complex for general use. Suggests it be made more explicit that the results only refer to observations at Rothamsted.

Addendum, 5 April 1924. Referee agrees verbally that paper might go into the Philosophical Transactions.
