Recommended for publication in the 'Proceedings of the Royal Society of London', in part. Is in agreement with Edmund Taylor Whittaker and Arthur Stanley Eddington. The four pages of 'good mathematics' should be published. The three pages of 'fallacious' claims that the mathematics settles an important astronomical problem, should not be published. Publishing the full paper will set the subject on the wrong track. Suggests the author re-present the paper, containing the good mathematics and a statement of what they prove.
