Not recommended for publication in the 'Proceedings of the Royal Society of London' in its present form. Finds the paper pretentious, and could be much shortened without loss. The apparatus is interesting and works well, but that does not mean the results obtained are interesting or important. Suggests altering the title and a brief introduction. Suggests the reasons for undertaking the experiment are not necessary at the present time.
