Recommended for publication in the 'Proceedings of the Royal Society of London' if shortened. Hesitates in his opinions, owing to not being fully familiar with the mathematical physics of molecular attractions. Suggests the title has sent the paper to the Engineering Sectional Committee, when it would be better placed with the Committee dealing with mathematical physics. As the paper 'contains many things which appear to me to be of a revolutionary nature and run counter to accepted physical ideas', the paper should be submitted to referee specialising in molecular physics and thermodynamics.
