Recommended for publication in the 'Proceedings of the Royal Society of London'. This is the first attempt to relate the thoery with experimental data. Some of the assumptions give 'an impression of a lack of finality', but the work 'breaks fresh ground'. Suggests modifying the presentation of the tables. If the authors have the assurance of John Sealy Edward Townsend, this should be made clear.
