Has made some amendments as suggested. Finds the criticisms to come from a purely mathematical standpoint, but as chemists, finding the existing literature unclear, the paper was written to be clear to other chemists. Some of the explanation is to be found in part III, but have inserted a few comments which will hopefully meet the criticisms of the referee.

Also includes blank referee's report form assigned to John Edward Lennard-Jones.
