The referee's students have been undertaking similar research, but using a very different method than that used by the authors of the current paper, and giving discordant results. As such, thinks the paper should be submitted to a different referee. Criticises a comment on transparent silica surfaces.

Contains extra question - 'Is there any information contained in the paper which likely to be of value to the enemy?' Referee replies no.
